Dev Chamroo is the Senior Consultant at CITC Ltd, a boutique consultancy firm that provides strategic advice to governments, development partners, international institutions, the private sector and NGOs. Dev is an international trade and investment specialist with over 35 years of experience in promoting foreign direct investment, designing investment policies, developing export markets, negotiating trade and investment agreements, advocating for policy reforms, and promoting regional integration.

Dev is the former CEO of Enterprise Mauritius, the National Trade Promotion Agency of Mauritius and an ex-Officer in Charge and Director of Investment Promotion, Facilitation and Policy Advocacy of the National Investment Promotion Agency. Dev is presently working with government agencies in Africa to develop the export readiness of their SMEs in promoting intra-African investment. He also developed a SADC Regional Trade Development & Promotion Framework. Concurrently, he elaborated the EPA Export Promotion Strategy for 6 African countries, as well as preparing the successor strategy of the National Export Strategy of Malawi and the AGOA Export Strategy for Republic of Benin. He re-launched the Cabo Verde Trade and Investment Centre and is presently assisting the Business Investment Climate Cell of Togo in upgrading their services and organising the first Togo-EU Economic Forum which will bring together investors from EU into Togo. His clients include the African Development Bank, Southern African Development Community, Agence Française de Développement, United States Agency for International Development, South African Trade Hub, African Cotton and Textile Industries Federation, International Trade Centre, HIVOS, Equity Bank Kenya, Ministry of Industry of Tanzania, International Trade Center, Geneva, Association Afrique Agro Export, Ministry of Finance of Cape Verde, Business Botswana, Commonwealth Secretariat, President’s Office of Togo, amongst others.

Dev holds a Master’s Degree (M.A. Hons) in economics from Punjab University of India and an MBA from the University of Mauritius. He is presently also a part-time lecturer at the University of Mauritius.
